While the DEA slaughtered and demoralized Cartel fighters, some mission-focused Cartel members managed to accumulate substantial loot for their market expansion. The Cartel's method was simple...spread the wealth amongst the local gangs.

The DEA has obtained a list of regional distributors and has vowed to eliminate their network once and for all by going after local leaders.
