Sniper Rifles

Bear, please excuse my tendancy to sound like a jackass, but a "Sniper" and "Squad Designated Marksman" are 2 entirely different things.
a Snipers role is as a force multiplier, Scout and recon and as a psycological warfare tool. They operate indipendant of the main force and are a part of the enviroment they function in.
a Squad Designated Marksman is a member of his Squad or Platoon that can function as a standard infintryman and provide accurate long distance support fire. They are not highly trained and specialized troopers such as a true Sniper. A DM is simply the member of the unit that shoots the best!

I know the difference. As I said above....the particular AO an event is being held in and the typical ranges of engagements play a part in whether or not Snipers and/or DM's can or should be allowed...it is a safety issue as well.
There will be no "DM" class at THIS particular event, this year, that is all. It may be considered for future events...final answer for OPI VI though.
